LEGAL COMMENTS ON Art. 3 of CECUA Basic Rights:

Item 1. Freedom of speach et cet. are rights already constitutionally protected in civilized societies so they need not be stated positively especially because these rights are already applied by private internet users. Modification reg. Art. 3 should on the other hand state positively that : No infringement whether technical or legal on part of official public entities shall be allowed on the full use of the freedom of speach on internet communication.

Item 2. The right to lie is not a positive legal term therefore the concept is not a valid argument to be used in the context of discussing the positive rights mentioned in Art. 3.

Item 3. The right of access to public versus private information by private citizens. It must be stated in clear terms that no infringement whether technical or legal, apart from already existing regarding pornography, securities legislation et al. must be imposed on the freedom of access to material now and in the future accessible on the internet.
