How far does one go? What is the relationship with Privacy and Data Protection? How does the Citizen keep up-to-date in his/her skills? Whose responsibility is it? Does the citizen have the right of access without advertising. (There is a proposal that free telephone services could be paid for by advertising each time the telephone is used).

Access to the Internet and the other relevant information resources: Citizens should be able to obtain affordable access to information and services (implicitly with support from public funds if necessary e.g. via public libraries, cost of local telephone calls, etc). (CEPIS)

- Why only public information? How to define public? Different governments and different societies have a very different definition of public information. The Bill of Rights should be independent from this views.
