This is to
counter the increasing use of "confusion marketing" which uses many devices
which prevent the Citizen knowing how charges are made, what they are being
charged for and the ability to check invoices. It is also used to reduce the
need for organisations to be competitive as the customer has no means of comparing
service costs of different providers.
